About

I am a privacy and healthcare attorney with over 20 years of legal experience. Currently, I am the Managing Member at DMC Law, LLC in Connecticut and an adjunct professor at Quinnipiac School of Law. In previous roles, I served as the General Counsel and Chief of Privacy at one of the largest federally qualified health centers in the country and was a partner at Murtha Cullina LLP where I was the Chair of the Privacy and Cybersecurity group. I advise healthcare organization on a broad range of regulatory compliance and risk management matters from HIPAA and health privacy issues to telehealth, patient consent, substitute decision makers, vendor contracting, patient complaints, subpoena response, licensure actions and government investigations.

  • Health Privacy
    Advise on compliance with various state and federal health privacy laws including HIPAA, 42 CFR Part 2 and applicable state laws. We respond to investigations and Data Request from HHS' Office for Civil Rights and we respond to state and federal complaints relating to alleged health privacy violations. Additionally, we investigate health privacy compliance matters, make breach determinations, recommend corrective action and handle breach reporting and notification.

We also prepare and negotiate Business Associate Agreements that meet business goals while maintaining regulatory compliance, draft or revise HIPAA-compliant policies, procedures, and training materials and advise on investigation, mitigation, and breach notification obligations following an incident.
