Claire Eagan of Eagan Legal, LLC is a fractional General Counsel who helps startups build the legal foundation they need to grow without the cost or commitment of a full-time GC. Claire brings more than a decade of experience leading legal strategy for high-growth technology companies. Most recently, she served as Global Head of Legal at Vay, an emerging mobility technology company. Before Vay, Claire spent seven years at Uber advising on safety, product, regulatory, commercial, and risk matters. Through Eagan Legal, Claire works primarily with pre-seed through Series B companies, with a particular sweet spot at Seed and Series A, when legal needs are growing quickly but a full-time GC often doesn't make sense yet. She works across SaaS, AI/ML, consumer, marketplaces, emerging technology, and mobility. Claire focuses on the practical legal infrastructure that allows companies to scale: commercial contracts, product counseling, privacy and terms of service, employment and HR matters, IP strategy, insurance programs, corporate governance, regulatory positioning, entity formation, fundraising diligence, and cross-border expansion. Her approach is “Yes—and here’s how.” Claire thinks like a business leader and founder, not a traditional outside attorney working alongside founders and leadership teams to identify risks, solve problems, and keep the business moving forward. Claire does not replace specialized financing, patent, or litigation counsel. Instead, she manages those functions from the in-house side by running RFPs, overseeing budgets, diligence, governance, board coordination, and the relationship with outside specialists while leaving deal documents and courtroom work to the experts. The goal: give growing companies experienced legal leadership when they need it, without forcing them to choose between an expensive full-time GC and unpredictable outside counsel fees.
